Energy Efficiency NAMA Vietnam

4Climate and Atlas Environmental Law Advisory conducted in 2014 an extensive analysis together with the Vietnamese authorities of the potential for a National Appropriate Mitigation Action (NAMA) in Vietnam covering various sectors. As a result a Project Idea Note for a NAMA on energy efficient lighting in the building sector in Vietnam with initial terms of reference for implementation has been developed by 4Climate, Atlas and local partners for the Government of Luxembourg. Following the initial strategic work of 4Climate and Atlas, the Luxembourg Development Agency has been tasked with the actual implementation on the ground in Vietnam using its local presence. A pilot project, which may lead to a full NAMA will be launched in the coming years in the Thua Thien Hue province. This project will include the identification of pilot activities for installing LED lamps in public buildings and public locations (streets, river banks, tourist sites) in Hue City and the Hue Province.
The Vietnamese NAMA Idea Note was part of a broader assessment of the NAMA potential in the partner countries for the Luxembourg Official Development Aid (ODA), including El Salvador, Nicaragua, Namibia, Tunisia, Vietnam, Laos.

 

Energy efficient lighting in public buildings and spaces.

    • Scoping of NAMA readiness of the six countries, analyzing most promising greenhouse gas mitigation options in key economic sectors.
    • Assessment of sectoral readiness for NAMAs including baselines and MRV requirements and prioritization of NAMA options.
    • Development of a Project Idea Note (PIN) for a NAMA, taking into account GHG mitigation potentials and costs, sectoral readiness, regulations, country priorities, crediting potential and Programme of Activties (PoA) opportunities.
